Description

Aim of the design competition:

The Budapest Capital Asset Management Centre Plc. (BFVK) as the Contracting Authority announces an international design competition entitled "Rákosrendező Master Plan – Urban and Public Space Development Design Competition" to select a designer to prepare a master plan for the complex urban development of the Rákosrendező brownfield area, and, based on this, a comprehensive plan for the public space network of the new district.

The aim of the design competition is for the Contracting Authority to select a design team that

  • is prepared to carry out the tasks involved in the preparation of a complex, large-scale project;

  • considers the characteristics of the site as a source of creativity;

  • is capable of turning visionary ideas into reality with engineering precision;

  • is able to mobilize a wide range of expertise;

  • has the knowledge and ambition necessary to design an exemplary urban district;

  • combines an innovative approach with respect for tradition;

  • has expertise in all areas and scales of urban, architectural and technical design.


Subject of the design competition:

Rákosrendező is one of Budapest's most promising brownfield development areas, a largely abandoned railway yard, 86 hectares of which has recently been acquired by the Budapest Metropolitan Municipality and its wholly owned company, BKM. The Municipality is going to to deliver complex urban developments on the former railway yard, using the best contemporary urban design solutions, which lead to the renewal of the area as an urban, largely residential district that is sustainable from both an environmental and social perspective.

Key figures and basic principles of the planning program are as follows:

  • A planning area of 244 hectares, including the core development area of 149 hectares

  • A dense but livable urban district with a gross floor area of up to 1,250,000 m2

  • At least 8,000, preferably 10,000 apartments

  • Practical application of the "15-minute city" principle by providing (public) services that meet everyday needs

  • A public space network in line with the scale of Budapest

  • A public park of at least 25 hectares and an extensive green network

  • Creation of an urban centre and an intermodal transport hub serving at least 20,000 passengers per day at the Rákosrendező railway station

  • Transport system based on public transport and active mobility

  • Use of technical solutions with a low ecological footprint, climate resilience and healthy living conditions

  • Local energy production

  • Complex, unified green and blue infrastructure network

  • Scheduled feasibility, economically realistic investment program


Form and nature of the design competition:

Form of the procedure: a single-round, restricted design competition procedure with a value exceeding the EU threshold. The nature of the design competition is not confidential during the participation phase (the identity of the applicants is known to the Contracting Authority on the basis of the documents submitted), and confidential during the tender phase. The Participation Phase is open, any interested party may submit a request to participate. In the first, participation phase, the Contracting Authority will decide on the eligibility of the applicants, and will select maximum 12 highest-ranked applicants, who will be invited to submit their entries to the second, design phase.

Introduction

He was born in 1975 in Fehérgyarmat. He graduated from Loránd Eötvös University in 2000 and soon after joined Medián, a leading Hungarian polling institute as a sociologist and expert of election systems and electoral sociology. From 2004 he worked as a lecturer in the Institute of Political Science at Corvinus University Budapest.

Mr Karácsony started his political career in 2009 when he joined the party LMP (Politics Can be Different). In 2010 he became member of the National Assembly and deputy leader of the parliamentary group of LMP.

In 2014 he was elected as mayor of Zugló (14th district of Budapest), and after that as Mayor of Budapest both in 2019 and 2024.

Introduction

Dávid Vitézy is an urban planner, transportation expert, and urban developer. He began his work related to Budapest and transportation as a civil activist, then worked as the founding CEO of the Budapest Transportation Center (BKK) between 2010 and 2014. From 2016 to 2022, he was the director general of the Transport Museum, and then, as a director of the BFK Budapest Development Center between 2020 and 2022, he was responsible for preparing and coordinating state developments in the capital and its agglomeration. Currently, as a representative of the Budapest General Assembly and chair of the Climate Protection, Transport, and Urban Development Committee, he is working to make Budapest a more sustainable, liveable, and affordable city.

He is convinced that Rákosrendező is Budapest's most important asset: the area, which is now owned by the capital, offers an opportunity to address the housing crisis by building 10,000 new homes, including affordable rental and service apartments. This project can be the proof that the city can deliver a project of this scale in the public interest, with the involvement of private investment, to create a new, liveable, green, unified city district.

Introduction

I was born in Debrecen, my family has ties to Transylvania, and I worked in Asia for many years—yet when asked where I feel at home, my answer is clear: Budapest. I am a Hungarian architect and real estate expert, and I have been working as the chief architect of Hungary since 2022. For twenty years, I ran my own architectural design and consulting business, where, in addition to architectural design, I provided real estate development and market analysis consulting, as well as detailed investment and technical analyses. My work has included urban rehabilitation programs, smart city strategies, and the preparation and implementation of numerous projects commissioned by the state and civil society—from concept to execution.

My credo is that architecture is a public matter: it affects our everyday lives, connects with our past, and sends a message to the future. Good architecture is people-centred and should reflect harmony and elegance. Respect for local traditions is not the opposite of innovation; on the contrary, we translate the formal language of traditions into the latest technologies and social science knowledge to ensure that buildings are always relevant, liveable, and timeless.

I am deeply committed to Budapest, a city unlike any other, and I am doing everything I can to ensure that it can be proud of its past and its unmatched architectural and natural beauty, while also remaining a modern, stylish, and innovative city where life is a joy. In recent years, we have renewed the entire building regulations, allowing Budapest to preserve its historical character while continuing to express its unique architectural language to the world, as I believe it will always have something to say, and its best years are still ahead of it. Introduction

Zoltán Erő graduated from the Faculty of Architecture at the Budapest University of Technology and Economics and later obtained a postgraduate degree in heritage conservation from the Centre for the Conservation of Historic Houses and Towns in Leuven, Belgium.

As a senior architect at Palatium Stúdió Kft., he worked on historic preservation and urban rehabilitation projects, as well as the design of the Budapest Metro Line 4 stations. He later participated in the renewal of the railway infrastructure as an architectural designer for the M3 metro and the MillFAV reconstruction.

He played an important role in the development of the Budapest Urban Rehabilitation Program and the Budapest Urban Development Concept. In collaboration with his landscape architect colleagues, he participated in several public space renovation programs in Budapest.

He worked in the Council of Europe and EU groups dealing with historic buildings and was then chairman of the National Cultural Fund's Professional Committee for Historic Buildings and Archaeology.

As a lecturer, he regularly participates in the work of the Department of Urban Planning at the Budapest University of Technology and Economics, where he is an honorary associate professor.

Since 2020, he has been the chief architect of Budapest. He recently received the János Hild Award from the Hungarian Urban Planning Association.

Introduction

Graduated in 1998 as a landscape architect. During his 27-year career, he has been involved in urban planning, regional planning, urban green network planning, public space and garden design. His most significant works include the Szigetköz water replenishment and Danube rehabilitation projects, the Vas County regional development plan, the work that laid the foundations for the Tokaj-Hegyalja World Heritage Site designation, the AngyalZöld program, the Margitsziget Strategic Plan, the Országbíró housing estate rehabilitation, and the environmental design of the Máriagyűd pilgrimage church. In addition to his design work, he is also a prominent professional representative and trade journalist. As a regular contributor to epiteszforum.hu, he has received the Silver Carpenter's Pencil Award and the Landscape Architect of the Year Award in recognition of his work in landscape architecture. He is an honorary associate professor and has been Budapest's chief landscape architect since 2019.

Introduction

Certified architect certified urban planning and urban economics engineer, town planner. She began her professional career in 1997 at Mű-hely Zrt. as an urban planner. During her 16 years in urban planning, she gained experience in the profession from the perspectives of architects, local governments, and investors. Her design areas mainly included districts of Budapest and small towns in the countryside.

She was chief architect of Budakalász from 2009 to 2011, and of Budapest's 3rd district between 2013 and 2019. Since 2020, she has been chief architect of Budapest's 13th district. Every year, he reviews 50-100 architectural plans with his colleagues and assists designers in the building permit process, which has been the responsibility of government agencies since March 2020. She is in daily contact with investors and clients who request information on current legislation and a wide range of urban planning issues and procedures.

Introduction

Beáta Binó has lived in the smallest district of the capital since birth; Budapest is her home. She has been working as a chief architect in the capital for more than a quarter of a century. During this time, she has had the opportunity to contribute to almost every aspect of a field that has expanded dynamically and become increasingly complex over the decades. For the fifth year, she has been working in Zugló, initially as head of the urban planning department and, for nearly two years, as chief architect of the district.

Rákosrendező is on the verge of a transformation that offers urban development opportunities and places serious responsibility on planners and decision-makers. The upcoming development will not only shape the future of the area – Zugló and Angyalföld – but also significantly transform the image and role of Budapest as a whole.

Andreas Trisko, a Viennese natural, has gained a wide range of experience in the field of architecture and urban planning. He worked in all areas of urban planning in the City Council of Vienna and headed the department for urban development and urban planning from 2013 to 2022. Thus, he was responsible for Vienna‘s Smart City, urban planning and mobility strategies. By moving to the Chief Executive Office of the City of Vienna in 2022, he and his team coordinate the implementation of the large urban development areas where the cities strategies become a built reality.

Petr Hlaváček is an architect and university lecturer. In 2015 he became Director of the Prague Institute of Planning and Development (IPR Praha). Since 1990 he has also been a lecturer at the Faculty of Architecture of the Czech Technical University in Prague

He has been working at the City Hall since the autumn 2018 elections. His main task is to develop Prague, and he is approaching this from many different angles. The key to the development of the city is a clear vision which is followed by conceptual documentation. He seeks to communicate the projects and topics openly and transparently to the public.

Her research, academic, and professional activities focus on contemporary urban design theory and practice related to urban form and space usage with specific interest in mass housing neighbourhoods.

Dr. Gergely Árendás. After graduating from the Faculty of Law at Eötvös Loránd University, he began his career at Baker & McKenzie, where he represented international and domestic real estate developers and investors. Between 2001 and 2013, as Deputy CEO of WING, he was responsible for the company's office and other real estate development and asset management activities. He then served as CEO of Hunguest Vagyonkezelő Zrt, and from 2015 to 2020 he was the managing director of Property Market Kft and BudaPart Development. BudaPart is Budapest's largest privately funded urban development project, transforming a former brownfield site into a 21st-century mixed-use urban district. Since 2020, he has been the owner and managing director of Area Ingatlan Kft, where he is involved in real estate investment and development projects. He is a former chairman and current honorary member of the Real Estate Development Roundtable.

Introduction

He graduated from the Budapest University of Technology with a degree in architecture and later earned a degree in engineering economics from the Department of Business Economics at Corvinus University of Budapest. After completing his studies, he began his career as a senior architect at the National Office for the Protection of Historic Monuments and worked at several other design firms.

He later held the position of CEO at TTI Rt. and subsequently became Chief Executive Officer of Revital Construction and Business Organization Austrian Hungarian Rt., where he was responsible for organizing real estate investments.

Since 2000, he has been actively involved in real estate and asset management. He led the real estate management division at MOL for 10 years and later held similar leadership roles at the Hungarian National Bank and Budapest Waterworks.

For the past 10 years, he is the CEO at Budapest Capital Asset Management Centre Ltd. He is also the Chairman of the Hungarian Association of Real Estate Managers.

Introduction

Bálint Dományi graduated from the Budapest University of Technology and completed his postgraduate studies there. He began his professional career at the Budapest Metropolitan Municipality's urban planning company, BFVT, preparing zoning plans and strategic studies, and then between 2011 and 2016, he coordinated the design of public spaces and stops as the head of the urban development department at BKK Budapest Centre for Transport. He also worked at the Hungarian Museum of Technology and Transport (MMKM) on the design of the new building complex in Kőbánya. Between 2020 and 2022, as the urban planning director of the Budapest Development Agency (BFK), he was responsible for enforcing urban planning, architectural and landscape architecture aspects of state-backed projects in the capital region, as well as for organizing design competitions. Later, he led the infrastructure development department of the national coach company Volánbusz, and then ran his own consulting and planning studio focusing on Budapest. Since March of this year, he has been managing the preparation of the Rákosrendező development as the head of the project office at BFVK. He is a lecturer at BME, and a member of the urban development committees of the Metropolitan Assembly and the 12th District (Hegyvidék) Municipality.

Introduction

She completed her undergraduate and postgraduate studies at the Faculty of Architecture at the Budapest University of Technology and Economics and at ENSAP Lille. Her areas of expertise include architecture, urban planning, public space and settlement development. She previously worked as a practicing architect and urban planner, then as a senior staff member at the Lechner Knowledge Centre, where she worked on the introduction of smart city development methods in Hungary. Since then, she has headed the Urban Planning Department of the Budapest Development Centre and is currently head of department at BKK. Her responsibilities include coordinating the planning and quality assurance of public space and transport infrastructure development projects in the capital, as well as creating mobility network plans.

Introduction

Albrecht Ute was born in Germany in 1960, where she lived until she finished high school. She then graduated from the Faculty of Architecture at the Budapest University of Technology and Economics in 1985, majoring in urban planning. Her thesis was awarded a diploma prize by the Hungarian Urban Planning Association (MUT).

At the beginning of her career, she worked as an urban planning administrator at the Budapest City Council. From 1987 to 1997, she worked at the Budapest Urban Development Planning Company and its legal successor, BUVÁTI as an independent urban planner, from 1991 as an urban planner and head of the architecture department, and from 1996 as a town planner and director of the urban planning office. During this time, she was the lead designer of numerous development plans, comprehensive Budapest plans, and district plans.

Since 1997, she has been the CEO and one of the leading urban planners at Budapest Főváros Városépítési Tervező (BFVT) Kft., which was established at that time. As the head of BFVT, she continued the work she had done at BUVÁTI. Within the framework of BFVT, she carried out a wide range of activities in the field of spatial and urban planning and development. In doing so, he focused primarily on the capital city: in addition to plans based on legislation (zoning plans, urban development concepts, integrated urban development strategies), she always considered innovative planning and thinking based on new methodologies (e.g., the creation of Budapest's brownfield register) to be important.

The education of young professionals is important to her: she participated in teaching and consulting work at Corvinus University for several years. She was a member of various planning councils for a long time. In 2011, she received the MUT Hild János Award, and in 2014, the Budapest Award of the Budapest General Assembly. Her pofessional qualifications and planning rights are architect, senior urban planner, and spatial planner.

Introduction

Dr. János Balázs Kocsis studied in Budapest at the Budapest University of Technology and Economics (BME) (certified electrical engineer, 1995) and at Eötvös Loránd University (ELTE) (certified sociologist, 1999), as well as in Leicester, England (MA in urban history, 2002). He received his doctorate in 2008 and his habilitation in 2018 at ELTE.

He has been a lecturer at the Budapest University of Technology and Economics since 2003 and at Corvinus University of Budapest since 2016.

He spent two academic years as a scholarship scholar in the United States, at Indiana University between 2014 and 2015 and at Arizona State University between 2024 and 2025.

He has been vice president of the Hungarian Urban Planning Association since 2016. He has participated in numerous national and international research projects, including those commissioned by the Ministry of the Interior, the Hungarian National Bank, and several municipalities, as well as EU projects as a lead researcher.

Introduction

Samu Szemerey is an architect and urbanist. He is an expert of the interactions between the built environment and information technologies, and of cultural and brownfield developments. As a designer, strategist and consultant he has worked with cities, institutions and private clients in the last two decades, and has directed several programs, events, research projects and exhibitions across Europe and Hungary. He is co-founder and content director at KÉK Hungarian Contemporary Architecture Centre. Since 2024 he is partner and director of planning and architecture at DANU.

Introduction

She graduated in Architecture at London South Bank University (LSBU) in 2012. She was working in London on masterplans and designing high-rise buildings, hotels, and residential units with 30-250 apartments. In addition, she worked as an HPL lecturer at LSBU School of Architecture from 2012. She then worked as the right-hand assistant to the Director of Architecture and Urban Planning team for the Budapest 2024 Olympic bid. From the second half of 2017, she worked at the Centre of Key Government Investments (later Budapest Development Centre) in the Budapest South Gate Development Program Office, where she was responsible for organising the international architectural design competition for the masterplan of the Budapest South Gate - Student City and subsequently served as Lead Project Manager for the design of the masterplan for the area with the winning competitor. In 2021, she coordinated the design competition for the development of Városmajor park and the masterplan for Nyugati Railway Station and its surroundings. From October 2022, she assisted in the development of the City of Budapest as Head of the Architecture Division of the Municipality of Budapest.
